Actually, it is called 'microrayon' (reads mee'kra-rayo'n), which means 'micro district' in Russian. There are still a lot of them in russian cities. Buildings are looking just the same as on this photo. They (apartments and houses all the same) are also called informally khrushchyovkas by the name of Nikita Khrushchev, who made this project of panel buildings into being (en.wikipedia.org/wiki/Khrushchyovka).

this is called mecro-rayan...prefabricated compact housing... constructed by Russians...started in 1960s and continued untill 1992...this picture shows one of the first blocks.
