The International Space Station orbits between 205-270 miles up, and at times can be quite bright in the pre-dawn or after sunset if it's overhead path catches the right angle to the sun for a good reflection. There's a great website called Heaven's Above where you can put in your lat/long and find out times and brightness over your location. The higher the negative number (the more negative the number), the brighter the pass. This one was -2.6 in magnitude. Also, NASA has a site that will alert you by email when the brightest passes are coming near you, though it uses your closest city as reference. It's called SpotTheStation
The shot is a little washed out as it was a 4 minute exposure and there was still some twilight happening.
