Frank EM Foster was from Wales and came to the US (According to Family who knew him) to escape the law. Upon arriving, he changed his name from Edwin Morgan to Frank Foster. His sister, Sarah Anne Morgan was married to Thomas Foster and Edwin was said to have admired Thomas and took his family name.
