I thought that I could tie in with the theme by the loose link of, If you have a small budget for a party ... it would have to be a low key event ... ?! ... hmmm maybe pushing the boundaries a bit here ...

Not sure I'm entirely happy with the image but it's one the best I got in time for the challenge deadline ... not sure which I'll submit yet though...
