Completed in 2006 and designed by Belgian architects Jasper-Eyers, the building serves as an annex to the Council of Ministers, which represents the EU Member States’ governments. The monument on the left, created by Dutch artist Hanneke Beaumont in 2007, has the title 'Stepping Forward'. I it is about finding balance whilst progressing.
