Because balloons can be heated and cooled to go up and down but are otherwise at the mercy of the winds and differences in temperature at various altitudes, equal measures of skill and luck are necessary to maneuver a balloon to a precise destination. Balloonists try to capture prize envelopes hung on tall poles, hopefully avoiding a crash landing.
