This used a multi-step manipulation that I probably can't reproduce. The original was duplicated and flipped so that four copies with the sky along the top and bottom created a new image. Then a rectangular to polar transformation was copped and transformed back. After another cropping it was transformed again into polar coordinates. It's all in the cropping choices.
