I'm not sure what an "actual Los Angeles stereotype" is!! To me she is a very real person whose face and gesture are incongruous. Given the gesture with her arm, one would expect her face to be more animated, but it's not, giving her a mannequin like appearance. It makes me wonder what the conversation is about.
I agree with Phil. She does look very real, and perhaps is immitating a mannequin. That, or she is hailing a taxi (do they do that in L.A.? The second woman is engrossed in her phone or texting and seems to pay no attention at all to Ms. Mannequin. Very interesting imagined circumstance.
The languid figure in the middle of this image is either a mannequin or an actual Los Angeles stereotype. The more I look at this picture, the more fascinating the exercise becomes. It recalls the old advertisement "Is it real or is it Memorex?" If she is a mannequin, those are splendidly executed elbow bones. If she is real, she is doing a wonderful job at imitating a glamorous mannequin. Your image keeps us guessing.
