Time marches on and I've played with this image periodically to see if something new that I might have will do a better job.
A few months ago I bought the new Topaz suite. Topaz Sharpen AI is absolutely mindless yet powerful and in full auto mode did almost as good a job taking out the motion blur as Focus Magic v5, which is used for the first processing pass.
Next pass: as good as Focus Magic is, I feel the real killer app/plug-in here is Topaz Photo AI. Under some circumstances (this is not particularly one of them) Photo AI can resurrect FACES that nothing else I've seen can begin to touch.
At any rate I A&B the same size images (100% image mag) this time to show the addition information that was filled in.
