This is the Robert J Dole Institute of Politics located on the campus of the University of Kansas, Lawrence. It features a 29' high stained glass image of a flag. The pond in front of it was frozen solid and the flag was at half staff in memory of President Ford. Dole was Ford's running mate in the 1976 election.
