The Anacapa was built by the Pullman Company in 1929 for John Palmer Gavit, the editor of the Washington Evening Post.
Gavit used it as a private railcar, and hosted noted dignitaries including Harry S. Truman, Dwight D. Eisenhower, and Sir Winston Churchill.
I was driving along and saw this parked at the railroad crossing near the Galveston Railroad Museum.
