I finally learned something in Photoshop. When I was taking this image I was afraid that I would blow the sign out (overexpose) the neon trying to get the border properly exposed. So I took two images one of the neon properly (somewhat) exposed and another with the frame of the window better exposed. I used layers to combine the two in Photoshop with the over exposed layer showing thru at 24% so that got me a little of both images.
