Tom, I believe you are right,on the left is the land which the steel mill occupies,and to the right is the footpath that goes from new road playing field over the footbridge.

Don't think this is on the Light Railway, though the 'R1' class 0-4-4T engines were commonly used on it in its last years. I think it's probably on the curve leaving Sheerness-on-Sea but would welcome confirmation. Note the carriages - a 3-coach set with raised guard's lookouts at each end, very characteristic of the old South Eastern & Chatham Railway
