This is a classic simple problem, simple solution, situation.
Problem = The Terminal Supt. has stated quite clearly "the gate is to be locked at all times"
Dave has seen a vehicle pass through the open gate.
Solution = Sack the Terminal Supt. and employ someone with the ability to do the job properly.
I used this method often when I was in a managerial position, it worked every time.

Note to Agent 1moremile: because this is a secure channel, I can reveal that this technology, as implemented here, would work against us, thus to employ it in The Battle would only hasten our demise at the hands (if they have them) of Those Who Would Subjugate And Control Us (TWWSACU). John, your logic cannot be faulted. Yet how does one explain that on more than one occasion I have seen this gate in the open position? Even worse: I have seen a railroad-owned vehicle pass through it when in the open position. It is not my duty to justify this contradiction---that is why we have psychologists and other mind probers on the payroll. So far they have offered only one explanation for the illogic you have noted: the BNSF security organization has outsourced some of its PsyOps work to Britain. I fear we Americans are on a downward slide into the Abyss of Confusion.

Dave, you cannot "Close and lock gate after using it". The sign clearly says "This gate is to remain locked at all times". Seeing as at all times actually means "all of the time" we are back to a cheap fence.
Your planners are getting close to ours, have they been stealing our secrets ?

Why build a gate that is permanently locked. A fence would be cheaper.
