Too bad the angle is not ideal. This raptor-like bird is perhaps 10 to 12 inches in length. Hope there are enough features in the pic to pin the ID.

Difficult, I'm not sure. My best guess is first winter Chinese Goshawk, because of the vague presence of a throat stripe and the suggestion of a whitish underwing with blackish tip. But it could be a Besra just as well. It's probably not Japanese Sparrowhawk, because of the throat stripe and the pattern of the lower breast streaks. The bird has got a nasty tumor above its bill, by the way.
