I am pretty sure this is an immature female Citrine Forktail (I. Hastata) because of the extensive orange on the abdomen and the lack of black shoulder stripes. Nice shot. (ID courtesy of Ed Lam's "Damselflies of the Northeast," a book I heartily recommend)
