The people sitting in chairs with their backs to me were Go Fish team mates. They faced local residents (in the opposite chairs) and would take off the resident's shoes/socks, wash their feet, and put a new pair of socks and new(er) pair of shoes on them. After that they were directed further up the hill to receive their new(ew) coat, soccer ball (or rice/beans if an adult) and school supplies/hygiene kit.
