This 18-floor high-rise is a whole new concept on base that Dave and I had never seen before (on ANY base)! It's a civilian apartment building on government land that single military personnel can RENT their own apartment and live in, instead of living in the free barracks that the Navy provides, but barracks life has a lot of restrictions.
