Luckily, at the very top, they had an iron railing that encircled the whole thing (other than where the stairs opened up into it. It was quite windy up so high, so I'm sure that had it been a REAL windy day, and no rails were there, it'd be pretty easy to loose your footing and fall off the mountain-side.
