On the native viburnum shrub, Nannyberry. This female seems to be finishing off putting some sticky white secretions over the slits in the twig where she has laid her eggs. There was a whole row of white spots along several twigs. Eventually the white secretion wears away. In case you are wondering, you can see an eye on the lower left side, just above the legs!
