Found on a basswood tree, this tiny moth is in the grass-miner family. It is a non-native species first found in North America in the 1920s. In Europe it would be associated with the European Linden tree, but here it seems to have taken to the native basswood tree (Tilia americana), which is in the same genus as the European linden.
