The waste containers are underground. You have to lift the receptacles clear off the ground along with the underground container to get to the waste. This is done by garbage trucks with lifts. Once the container is lifted over the garbage truck, the bottom is opened to empty out the container. The container is then put back into the ground. We saw this system in many places.
