I say it's several cats (seen from the tail end) pretending to snooze on the railing but ready to pounce on any bird dumb enough not to have flown south for the winter. - Warren

Looks like one of those cruise ship pictures with everyone reclining in the sun. That the closest "knob" looks a bit more like a skull than a flesh and blood head goes with the temperature of the rest of the picture - brent
