It is indeed the Photoshop polar-coordinate filter, but you need a 360 degree pano to apply the filter to. Unless you just use your very old 6/2.8 Nikkor fisheye, but even that didn't have quite such a wide field of view. - Warren

I thought this was the photoshop "polarity" effect....But no; nothing so simple and uncomplicated for Warren!!! Wow. global environmental kryptonite.
