Cat lenses have a mirror in them to half the length of barrel needed for a long focal length. and they create a characteristic donut shaped bokeh. Tim

thanks people... the lens was the nikon 18-200. i took it out by accident thinking it was my 24-120 and got very confused!... i think the odd bokeh might be because she wouldn't stop walking along for me to take the shot. so i think it's motion blur, but i'm not sure about that
