I had a few guys that worked for me at Carolina Drawers that bragged about how they knew a guy that could modify their 50cc scooters to run faster but still stay under the 50cc rule so they didn't have to have a Lic and Registration ..... why you ask??? Because they all had NO License due to prior DUI's.
