Built in the 1950's, the aging elevated east-west downtown expressway is now the subject of an ongoing debate regarding its future: to continue spending the large amounts of money required to maintain its crumbling structure, or equally expensive, to tear it down, which would cause untold traffic congestion in an already grid-locked city.
