??? HAWK?

Niagara Parkway, Niagara Falls, Ontario

I don't know my birds. If someone knows
what kind of hawk this is ... I'd appreciate it.

Found him on the bank of the Niagara River between
Fort Erie and Niagara Falls.

Someone has also suggested that it might be a Merlin falcon. I have no idea.

Most likely a Red-tailed Hawk.
