This gull is too dark underneath and too pale on the bill to be a first-winter Lesser Black-backed Gull. Another possibility that should match the size and shape of LBBG pretty well would be a first basic California Gull. Juveniles have all dark bills that become pale-based in first basic. The bill on this bird could be in this transition given the date.
