It's a very bizarre sight; first the lock seems to be considerably longer than the chain, which looks like it could be cut through with nail scissors, second it's not actually securing anything but is just locked over one of the chains, and third... it doesn't look like a place that needs any securing!
It has that air of abandonment that you do so well, though.
