fixing a hole

The Byre next door is 16th Century it has a stone tiled roof, occasionally the tiles break.
Normally this just means the farmer tells the insurance company and the local builder repairs it.
But this time the insurance company says the local builder has to carry out risk assessments and does not have the necessary equipment to do a job he’s been doing for years.
So the byre has a hole where the rain comes in …… and no-one is fixing it.

I disagree with the others! Farmers love breaking rules even if they are designed to prevent serious injury, and the builder is just using it as an excuse 'cuz he's got a better paying job to do!! 10 minutes worth of paperwork is all it would take!!
