Porridge Tide

A cold NW gale has whipped the surf up into 'porridge'. Anyone know what causes it to make a foam like that?
Apparently its the plankton/algae whipped up by wind and waves that makes it get kind of soapy.

perhaps as the tide-tossed foam dries a bit on the edge of the flow...it solidfies with the ebbing moisture...an arresting image...V
