I was going through some old photos that I took as self portraits using the camera on my laptop. I decided to mess with that idea again. So I loaded up Windows Camera and took a few snaps. When I loaded them into Lightroom, I noticed they were all 640X480. My external webcam (Logitech Quick Cam Pro 9000) is a 2 megapixel device (1600X1200). I looked all over the controls for Windows Camera and found that there was no setting for that level. I downloaded several webcam apps and found they are all really set up to take webcam video and I want stills.

So I went to the Logitech website and found the control software, downloaded it and tried it out. It worked. Should have gone there in the first place. I have to do some work with the controls, but at least I am getting a 1600X1200 photo. I probably won't mess with the webcam too much further.
