The Petty Officer has overseas service stripes on the right cuff of his tunic, these were World War One uniform embellishments & this would therefor appear to be a photo dating to around 1919. The lieutenant is a RCNR officer (criss-crossed wavy stripes), a peacetime Merchant service officer.
