Looks like it has been on the ground for a long time.
I saw a few more compasses just lying around in all the junk here.

John it is a Mk 23 Master unit. Possibly from the 1950's or 1960"s. And yes it would have been very expensive.

I would hazard a guess that this is an expensive piece of equipment when in working condition.
