I have a dragonfly photo that has been tentatively id-ed as this species. If you are interested perhaps you would look at the photo on Flickr and comment. It was taken at Chapada dos Guim..... in Brazil.

This is Orthemis aequilibris. Right now it is known to occur in a "red form" and "blue form," but they are probably different species. The name aequilibris belongs with the blue type.
