In this photo, one can note the dark eye-line through lores with a notable pale spot just above (in front of eye), characteristic of many winter-plumage of Horned Grebes (likely first-winter). Some Eared Grebes show a faint pale spot here in winter plumage, but not a distinct eye-line through lores. Also note the rufous tones appearing in neck, also a Horned Grebe trait. Eared Grebes are called Black-necked Grebes in Europe, and will not show rufous in neck in any plumage.
