The ship docked in Tallinn, Estonia. About the size of Switzerland, Estonia only has 1.3 million citizens 430,000 of which live in Tallinn. During WWII Stalin and Hitler secretly split up Europe. Russia got Estonia. It was decided (no real data to support) that at least 17% of Estonian citizens were anti-Stalin. Known dissidents were rounded up and enough average citizens to meet the quota. All were either executed or shipped to Siberia in cattle cars never to be heard from again. Estonia depends on tourism, services, logging and IT for its economy. Skype was developed here and its headquarters are still in Tallinn. Estonia has a parliamentary republic form of government. Personal taxes are a flat 20%, but employers pay a 37% tax on salaries. In return, citizens get free healthcare, pensions and free education (merit-based in college). Tallinn was beautiful and clean with an appealing mix of old and modern architecture. We toured the upper and lower old town on the hill by the port.
