A valve for the oil firing, most likely installed 1955-1960 or so. Bunker oil became a no-brainer alternative for several industries, traditionally using coal or firewood.

Back then, when there were no environmental concerns and the cost of this "residual oil" was close to nothing, it did not make sense to care about efficiency.
