Conyza canadensis, aka Canadian Horseweed, Fleabane.

Invades disturbed ground, but does not compete with native plants. This is the tall,
tough weed seen growing from cracks in the pavement and along shoulders of freeways.

The bane of highway engineers, it has become resistant to herbicides.
