The 64th Virginia Mounted Infantry Regiment and its precursor unit, the 21st Virginia Infantry Battalion, were recruited in the autumn of 1861 in Lee, Scott, Wise and Buchanan counties, on the Kentucky frontier. The men jealously guarded their right to remain in their home area as a solemn promise, throughout the war, even while the infant Confederate States crumbled around them.
The 64th Virginia Infantry was formally created on December 14, 1862, by the consolidation of the 21st and 29th Battalions of Virginia Infantry. The Regiment was reorganized September 1, 1863 at Cumberland Gap and became known as the 64th Virginia Cavalry.
Company F, Captain S. Ratliff's Company, was formerly Company F of the 21st. This company disbanded in January 1863, after which many enlisted in the 10th Kentucky Mounted Rifles (Diamond's) or in Company B, 22nd Virginia. The only commander of this company was Sparrel Ratliff.

Stiltner Homesite:
Christopher was granted 967 acres of land on the Mud Lick fork of the left fork of Bull Creek (now called Harman). Deed was mailed to John Lee on Feb. 11, 1861. This property joined 4 other tracts already owned by Christopher. Also joined 60 acres owned by John Yates and 60 acres owned by Joseph L. Yates. Matthew Stiltner also owned 51 acres joining Christopher's property. His total property according to old land grants was 1065 acres. This property joined the parcel of Elijah Stilton. On the Elijah Stilton branch of Poplar Creek - it also joined the property of John Clevinger.
