The hawk is feeding on what I believe is a deer carcass that had been discarded in a plastic bag along the road. At one point this Magpie got rather bold and sauntered right up to the point you see in the photograph and then stopped. Almost like he was having second thoughts about how hungry that hawk might still be!!! I believe this to be a Rough Legged Hawk.
