This poor old tree was severely pruned numerous times over recent years by the homeowner(s) and it finally gave up and died. It wouldn't surprise me if they didn't have the gall to call the City of Hialeah and ask them to remove it, even though they caused the death of the tree.

There is a huge difference from pruning a tree correctly and butchering it by hat racking it like the photo shows. The butchers, with no education at all about properly trimming trees, don't charge much at all to destroy the structure of the tree with their chain saws and the ignorant homeowner doesn't care what they do. FP&L's contractor only trims branches away from the power lines leaving at least part of the tree untouched and the tree will survive.

How do you know it was the homeowners and not FPL or one of their subcontractors such as Asplundh? The truth is that pruning a tree is quite expensive; I know this from having pruned my oak tree twice in 11 years. Therefore, I don't see why a homeowner would incur such a high bill when actually the tree is on public, or city owned property.
