Each in his/her "territory", face-to-face yet undisturbed. A sense of tension in their separation space. Seemed like the policeman or security guard was simply keeping a loose watch but secretly waiting for a right time to spring on the helpless woman. Bad thought of mine :(

I have the feeling this guy is not a policeman but a security guard. He has no problem with her selling here -- the sidewalk is public, and belongs to all. As you say, they are separated by age, as well as gender and objective.
Yet they coexist on the sidewalk, watchful and waiting.

If, as Jennifer says, street vending is illegal, then this image gives the old expression "looking the other way" a whole new meaning. But then all great photographs do that too, don't they?

They are side by side but do not seem to notice and care about each other..

It is interesting to see a sight like this in China because it is usually illegal to sell things on the street like the way the elderly does, and those street venders would always avoid running into policeman..... But in your picture, they are making peace with each other, and looking for new targets of their own..
