This is a building on the Galata Bridge that was erected for the "Second Tulip Period" that is currently going on. The municipality planted 3 million tulip bulbs throughout the city, reminiscent of the Tulip Period (1718-1730) during the days of the Ottoman Empire. Don't know how offbeat this is, but it was pretty amazing to see giant tulips growing out of the top of the building. The slogan can be translated as "Istanbul is meeting its tulip." Taken from the car while driving across the bridge (don't worry, my husband was driving :-)).
