Done with a cheap Cross Screen filter on front of the lens. It takes pinpoints of light and makes stars. Notice the two in her eyes, that are a reflection of the flash.
In post, I played with levels, and desaturated red, and yellow. For some reason I seem to like to do that when I know it does not make for a "pleasing" photo.
