This tall post is called Maibaum (Maypole in English). They usually erect a Maibaum on May 1, or the night before, and sometimes dance around it to celebrate the holiday as a Bavarian tradition. A Maibaum is adorned with various symbols reflecting local crafts, guilds, and the history of the community. On this Maibaum most of them are coats of arms maybe including some from the neibouring regions, and that can be the reason why it remains there all year long.
