During the time we were in Beijing, near the time of the Summer Olympics, to reduce the pollution, cars with odd numbered plates could drive one day, and the even numbered plate could drive the next day, etc. A single inside lane was established for people transporting to the Olympics, which is what the painting on the roadway and the sign are indicating!
