This is a vessel in minai-technique, that was used in Kashan, Persia, and was a highly complicated technique that required firing the object twice and was also complicated in the several glazings it required. It thus lasted only for a short period in the 12th century. I quote from a Dutch specialized site, the Encyclopaedia Britanica has a somewhat wider description.
