As with many projects like this one that have passed from one owner to another, some work has to be done over or corrected.
In this case someone incorrectly placed the flap hinge point inboard by 3.5 inches and modified the flaps accordingly.
I spent considerable time correcting this. It required moving the hinges and rebuilding the flaps.
Originally the PA-12 was not equipped with flaps.
